Scouting Report: Young Dominican righty was a former Rule 5 Pick of the Baltimore Orioles. His arsenal includes an 88-90 mph fastball, an average low-80s slider, and a very deceptive 82-83 mph changeup. Above average control. Keeps the ball on the ground, doesn't give up too many home runs. Fares slightly better against righties. Had TJ Surgery in 2005.
