Scouting Report: Good pitcher's build, throws from a three-quarter arm slot. Fastball typically hits high 80s, but occasionally tops out in the low 90s.  Mixes in his changeup well.  Effective against righties.  Phillips has had an injury-riddled pro career since being drafted by the Red Sox in 2004, and thus hasn't advanced past Low-A ball.   Moved back and forth between the bullpen and the starting rotation in 2007, and has actually shown very good initial success as a reliever.
